How does the DCC cross border Scanner NL app work?
Download and installation
To check the validity of DCC, you need DCC cross border Scanner NL. You can download DCC cross border Scanner NL for free from the Apple App Store (for iOS) and the Google Play Store (for Android) and install it on your smartphone or tablet. Beware that there is no support for Android tablets. Please only download DCC cross border Scanner NL from the App Store or Google Play Store and watch out for fake apps. DCC cross border Scanner NL is only supported on iOS version 12.5 and up and Android version 8.1 and up.
Scanning a DCC
When a person presents a DCC to the controller, the validity of the DCC can be verified by using the DCC cross border Scanner NL. A person can display a digital or physical DCC. To validate a DCC, no internet connection is required.
The QR code contains all DCC data and an electronic signature. The code also contains a validity date of its own. The app verifies the signature and validity date, if this is not correct the app shows a red screen without showing the contents of the certificate. If the signature and validity date are correct, the contents of the DCC will be displayed to be checked by the controller. In that case, a green screen means that no underlying business rule was violated. A red screen means that although the QR code is technically valid, additional information needs to be obtained to allow the traveler to continue. The app shows helpful information on what might be wrong, and how to proceed.
The controller should always compare the data shown in the DCC cross border Scanner NL with the data on the person’s identity card to check if the DCC belongs to the person showing it.
It’s important to use the latest version of the app. You also need to use the newest operating system from Apple or Android (Google). If you are not using the latest updates, the app may not work properly.
To prevent abuse and/or malfunctions and/or other issues, you must ensure your devices and connections are adequately protected against unauthorised third-party use, malware, Trojans and viruses.

Uninstalling the app
If you no longer wish to use the app, you can uninstall the DCC cross border Scanner NL from the smartphone or tablet on which the DCC cross border Scanner NL is installed.
For whom is the DCC cross border Scanner NL intended?
The app is publicly available in the Apple App Store or Google Play Store. Employees of international carriers can use the DCC cross border Scanner NL app to prevent travelling if a traveler is unable to show a DCC or when the DCC cross border Scanner NL app shows a red screen after scanning a DCC.
Why use DCC cross border Scanner NL?
The outbreak of SARS-CoV-2 (hereinafter: “coronavirus”) has tremendous social impact on society. By containing and controlling coronavirus, society can slowly return to normal and economical damage can be limited as much as possible. The DCC cross border Scanner NL is intended to scan the DCC travellers show to a controller and ascertain if someone is allowed to travel to his or her destination country. It is a legal requirement to use only this app for scanning. By only allowing access to certain locations to people who can prove they have recently tested negative for coronavirus, have been vaccinated or have recovered, further spread of coronavirus can be limited.
The DCC cross border Scanner NL does not offer protection from coronavirus
Scanning a DCC indicates that a person was not infected with coronavirus at the time of testing, recovered from coronavirus or recently tested negative for coronavirus. However, this does not guarantee that this person cannot infect others with coronavirus at the time of scanning the QR code with the DCC cross border Scanner NL.
The purpose of the DCC cross border Scanner NL, and the permitted use of it, is limited to enable cross-border passenger transport service operators and competent authorities of Member States of destination or transit, access to the information in the EU Digital COVID Certificates issued by the Member State authorities, only to verify and confirm the holder’s vaccination, test result or recovery. Processing of such information shall be carried out in accordance with the provisions of Regulation (EU) 2021/953 and Regulation (EU) 2016/679. To that end the processing of personal data shall a.o. be limited to what is strictly necessary and shall not be retained.
The DCC cross border Scanner NL requires consent to use the scanner’s phone camera. This consent is required to scan the DCC, in the form of a QR code. Without this consent the user can install the app but cannot use the app to scan the DCC, in the form of a QR code.
The DCC cross border Scanner NL is used to regulate cross border traveling by checking if someone has a DCC. This is only possible when a person shows a (valid) DCC. When using the DCC cross border Scanner NL, it is not allowed to capture a DCC in any way, including but not limited to taking a screenshot. The DCC cross border Scanner NL may only be used to read a DCC. Saving or recording DCCs presented to a controller is strictly prohibited.
Concerning the app the Ministry of Infrastructure and Water Management in the Netherlands (IenW) does not process any personal data.
When using DCC cross border Scanner NL, connections are secured and encrypted by Transport Layer Security (TLS), Public Key Infrastructure (PKI) and certificate pinning. In addition, transport encryption (TLS) is used for all connections in combination with certificates from the Dutch Public Key Infrastructure (PKI) Overheid and certificate pinning. The latter means that DCC cross border Scanner NL only connects to servers that have certificates issued by the PKI Overheid.
Important configuration files, e.g. in which the functioning of the app can be influenced, are digitally signed. This process also exclusively uses and accepts certificates issues under the supervision of the Dutch government.
Functioning of the DCC cross border Scanner NL
The DCC cross border Scanner NL has been designed with great care. IenW works hard to make sure the app functions as well as possible and continues to develop and improve. Despite these efforts, IenW cannot guarantee that the DCC cross border Scanner NL functions flawlessly or without interruptions. It could happen that the DCC cross border Scanner NL is unable to read a QR code properly, for example.

Intellectual property rights
You hereby obtain a right to use the DCC cross border Scanner NL. This right of use is non-exclusive, non-transferable, cancellable, non-sublicensable. The app, all copy and images in the app and the software in the app are property of IenW.
Change of terms
IenW may change the terms if and when IenW deems necessary. The date and version valid at the time of accepting the terms are listed at the bottom of the terms. If after installation you do not agree with the (change of) terms, you must uninstall the DCC cross border Scanner NL.
Termination of the DCC cross border Scanner NL
Checking DCCs to allow travelling is intended to be a temporary crisis measure. This means what will happen in the future cannot be predicted. For this reason, IenW can decide at any time to terminate use of the DCC cross border Scanner NL. Should this happen, you will be informed via the IenW website.
Applicable law and competent court
These terms are subject to Dutch law. Any dispute with IenW in relation to these terms or the use of the DCC cross border Scanner NL will be settled by the court in The Hague.
If any part of these terms is illegal, not valid or unenforceable, such will not affect the remaining terms. You agree that when IenW does not make use of the rights set out in this condition, this cannot be construed as a waiver of rights.
